Here's What Contractors Need to Know
At Tipping Point, our core focus is to create high-impact, community-driven places. To achieve this, every project begins with the community. Rather than starting with a financial formula, we listen first, learn what matters most, and build a development plan around that vision. Then we find the right capital to bring it to life.
This approach is less conventional, but we’ve found that it’s the necessary way to create development that actually transforms a place rather than just occupying it.

Our work is guided by four core values: Teach, Truth, Transparency, and Transform. Creating meaningful change in a community requires project teams that share knowledge, communicate honestly about the realities of development, and work with clarity throughout the process.
The Wheeling Gateway project, exclusively shaped by community input and collaboration with the Wheeling Ohio-County Convention & Visitors Bureau, the State of West Virginia’s Department of Tourism, the City of Wheeling, Wheeling Heritage, Ohio County, and Regional Economic Development Partnership, is the fullest expression of that philosophy.
Upon completion, it will be one of the most transformational projects in the Northern Panhandle in modern history, creating a destination that inspires both residents and visitors for decades to come.
The Wheeling Gateway Center: A Once-in-a-Generation Investment
More than 4,200 locals and visitors shaped the direction of this project through extensive community engagement efforts. Their top priorities, including a direct connection to the Heritage Trail, maximized views of the Historic Suspension Bridge, and experiences related to Wheeling’s history, have guided the design process from start to finish.
Project stakeholders have remained committed to delivering on the community’s priorities. As a result, multiple federal, state, and local funding sources have come together over time. This includes millions of dollars in support contributed by:
Senator Shelley Moore Capito
Senator Jim Justice
Governor Patrick Morrisey
Congressman Riley Moore
Senator Joe Manchin
That support continues to move the project forward. Most recently, a $2 million allocation was approved through the Consolidated Appropriations Act for Fiscal Year 2026. This funding will support the structure connecting the building to the Heritage Trail below, delivering one of the community’s most aspirational goals.
Overview of Bidding Requirements
As a result of the Gateway Center receiving support from a myriad of funding sources, with many originating from the federal government, the project's bidding requirements have been shaped by the needs of each of these sources.
To align with this, every contractor who submits a bid must follow specific instructions outlined in the bid document, most notably:
Receive the total bid document from the architect
Attend the mandatory site visit on March 26 at 10 a.m.
Submit all final questions by March 27 following the mandatory site visit
Submit a fully completed AIA Document A305-2020 “Contractor’s Qualification Statement”
Submit pricing for the total project scope, organized by the seven base bid packages outlined in the bid document
Other requirements bidders should be aware of as they review the bid documents and prepare submissions include:
Davis-Bacon Act Wages: Project is subject to Davis-Bacon Wages as set forth by Federal Funding
BABA (Build America, Buy America) Act: Project is subject to BABA as set forth by Federal Funding
Hazardous Soils: Project underwent the WV VRP process and is now subject to DEP; LUC, RAWP and environmental oversight by Montrose
Overview of the Seven Base Bid Packages
Due to the funding approach, the project cannot be offered to the market as a single lump sum. Specific legislation has been written to fund specific components of this project. That means the project must be structured so that each funding source can be clearly traced to the work it is paying for.
Instead of pricing the project as a whole, the Wheeling Gateway construction documents include seven base bid packages. These base bids are designed to accomplish two important objectives.
They provide clear direction to bidders regarding how different components of the project align with the various funding sources supporting the development.
They allow the project team and funding partners to understand current market conditions for delivering a project of this scale and complexity.
We want contractors who are interested in this project to understand that context. The bid structure is not arbitrary. It’s a direct reflection of the development team’s commitment to the community’s priorities.

Timeline for Procurement Process
The procurement process will follow the timeline below:
Bid Package Release: March 9, 2026
Mandatory Pre-Bid Meeting and Site Tour: March 26, 2026 at 10 a.m.
Questions from Bidders Due: March 27, 2026
Public Responses Provided: March 31, 2026
Sealed Bids Due: April 10, 2026 at 2 p.m.
Additional project schedule milestones will be shared with selected contractors as the project moves toward construction.
